An all-time high (ATH) is the top of the chart, ever. Above it there is no old resistance, no crowd of earlier buyers waiting to break even, which is why some traders say price at an ATH has 'clear skies'.
It also draws the most excitement, and FOMO. A chart at an all-time high says nothing about whether it will go higher; it only says nobody has paid more before.
