A bag holder bought, watched the price sink, and never sold. Now they are 'holding the bag' while everyone who sold earlier has moved on. In crypto slang your 'bags' are simply your holdings.
The trap is emotional: selling would make the loss real, so they wait, and the loss grows. A stop-loss decided before you enter is the boring cure.
