In plain English
The prices at which banks trade currencies or lend money to each other, usually better than what retail customers get.
Interbank rates has two meanings. In forex, it is the exchange rates big banks trade at with each other in the interbank market. In money markets, it is the interest rate banks charge each other for short-term loans, as with Euribor and the old LIBOR.
Retail prices are built on these, plus a markup.
