A pump is a price spiking up fast. "SOL is pumping" means it's climbing hard right now. To pump a coin is to push its price up, by buying heavily or, more often, by hyping it everywhere.
Pumps built on real news can stick. Pumps built only on hype tend to reverse just as quickly, and the people who start them often plan to sell into the excitement. That's the pump and dump, and its sequel is a dump.
