In plain English

A wallet printed on paper: a public address and its private key, usually as QR codes, kept entirely offline.

A paper wallet is about as cold as storage gets: your address and private key printed on a sheet of paper, often as QR codes. No device, no battery, nothing to hack remotely.

They were popular in the early days but have fallen out of favour. Paper burns, fades and gets lost; the key can be exposed when you generate or print it; and spending from one safely is fiddly. Most people now use a hardware wallet plus a written seed phrase instead.
